Is the resultant force zero for an object that travels at constant velocity?

Also, why does the air resistance build up gradually and not instantly in order to get to a point when a parachutist has terminal velocity? Thanks.

yes, constant velocity says zero acceleration.

because air resistance is a function of velocity. there must be motion relative to the air mass for the air mass to exert any sort of resistance.
